CalFresh/Benefits & Enrollment (B&E)

California Food Policy ranked San Diego County number 55 out of 58 in California for lowest CalFresh/SNAP participation among eligible populations in its Advocates “2010 Nutrition and Food Insecurity Profiles.” Only 26.5% of income-eligible individuals were shown to be participating in the program.
Following this report, San Diego County released a Nutrition Security Plan to add 50,000 children and seniors to the CalFresh program by June 2012. In an effort to support the County in this goal, 2-1-1 San Diego developed the Benefits & Enrollment (B&E) program and partnered with Social Interest Solutions to utilize the One-e-App electronic benefit application system for completing and submitting public benefit program applications electronically to the County. In return, the County allowed 2-1-1 to submit applications with telephonic signatures from clients receiving application assistance over the phone.
With multiple avenues by which an individual can apply for CalFresh, 2-1-1 Client Service Representatives who answer the general 2-1-1 line refer those clients facing physical and other barriers to B&E so that a client can verbally provide his application information for the benefit directly over the phone, while the B&E Specialist completes the application online, submitting it with the client’s recorded telephonic signature.
