CLAIRE OKSAYAN, Director of Programs
Ms. Oksayan serves as the Director of Programs of 2-1-1 San Diego, bringing more than eleven years of expertise in Program Management, Project Management and Executive Administration to the organization. Ms. Oksayan’s management skills have helped bring 2-1-1 San Diego to the next level, by offering her invaluable expertise in the areas of business development and partnership maintenance and sustainability.
Serving as the lead for 2-1-1 San Diego, Ms. Oksayan successfully manages the CalFresh Outreach contract throughout California, serving as the principle compliance officer and program manager for 19 other California 2-1-1s on the contract – helping to bring sustainable dollars to 2-1-1 San Diego, to San Diego County and to the State, organizing statewide trainings, quality management visits and most recently the CalFresh Roundtable hosted in September in San Diego that included top notch leadership from the State and the County.
In addition, Ms. Oksayan manages the compliance and deliverables of 2-1-1’s more than 20 contracts that support the financial health of our agency, including County Health and Human Services and Office of Emergency Services, First 5, SDG&E, ACCESS, Courage to Call, CETF, MAA, Text4Baby and dozens of smaller, one-time programs, while being instrumental in supporting our leadership in the important negotiation of these contracts. She has also priceless in the development of the Benefits & Enrollment Department, Courage to Call Department, the Research and Data Center and ACCESS and 2-1-1 Call Centers.
Prior to working with 2-1-1 San Diego, Ms. Oksayan worked as a Manager for Carmel Applied Technologies, Inc (CATI), a flight simulation software company located in Monterey, CA. Originally from a small town in Oregon, Ms. Oksayan moved to San Diego in 1998 and graduated with honors from Mira Costa College where she received an Associate in Arts degree in Dance and Performing Arts.
