About Emergency Assistance Program

Provides transitional case management and direct emergency services to low-income working families, individuals, and homeless persons. Provides clothing; referrals to shelter; transportation assistance; rental and utility (gas and electric) funds when available. Case managers can shelter clients directly at the Interfaith Shelter Network and with both County or Emergency Food and Shelter Program (EFSP) hotel vouchers when available. Only the Downtown San Diego site provides security deposit assistance through the City of San Diego Security Deposit Guarantee Program. This program does not provide cash but is a security deposit guarantee program, available only to people moving into rental units (including Section 8) within the City of San Diego (zip codes beginning with 921). Downtown San Diego provides referrals to the Lions Club Vision Clinic. Downtown San Diego also refers to the Schwarzman Senior Emergency Fund, when funding is available, which provides emergency loans to seniors 60 years and older who are facing short-term financial difficulties (loans range from $20 to $200).

  • Eligibility: Ages 18 years and older for most services. For the Schwarzman Fund, must be ages 60 years and older. The senior must reside in an independent residential setting, and loans are given for emergency needs when all other available resources have been utilized and when need is verified and not chronic.
