About Housing Rehabilitation Program

Provides below market rate loans to homeowners and owners of rental property in designated neighborhood improvement areas of the City of San Diego. A rehabilitation specialist assists the owner in identifying needed repairs, estimating costs, and selecting a contractor. Attempts to preserve existing housing stock and provide decent, safe, and sanitary housing to low- and moderate-income families. Mobile Home Repair Grants up to $3500 are available to owner-occupant mobile home owners citywide who earn less than 60% of Median Area Income, and these grants are increased to $5000 for designated Distressed Parks. Very low-income rental tenants with disabilities may apply for a one-time only non-repayable grant up to $1000 to cover costs of material and labor for accessibility and quality-of-living modifications to the interior of their rental unit.
